The rules aren’t a settings page bolted onto a form builder. UHAC, 24 CFR Part 5 and HOTMA are the logic the product is written in.

We collect, cross-check and flag. Eligibility is determined by the housing organization, on a record they can defend.

Accessible to the public

Applicants are members of the public, on whatever device they have. The applicant portal targets WCAG 2.1 AA and Section 508.
